    Recruitment for Pharmacist Grade III

    A- Introduction: Online applications are invited from Indian Citizens for recruitment to the Post of Pharmacist Grade III under the Health & Family Welfare Department, Government of West Bengal. Only online registration & submission of Applications will be allowed on the website (www.wbhrb.in) between 27.03.2023 (From 10:00 AM) to 10.04.2023 (Till 02:00 PM).

    Mode of appointment: Appointment on entry to the post of Pharmacist Grade III shall be made temporarily.

    The relevant rules and necessary particulars are stated in the following paragraph:A candidate should verify the notified eligibility criteria to ascertain whether he/ she is eligible to apply. The conditions prescribed cannot be relaxed. The selection will make the recruitment of DIRECT RECRUITMENT following the method prescribed below. However, if many applications are received due to the Advertisement, the Board, for shortlisting, may hold a preliminary examination.

    The scale of Pay: Basic Pay Rs.28,900/- at the Entry point at Level 9. H.R.A. & M.A. as per existing Govt. Rule.

    The anticipated vacancies may change before the Merit List’s publication date. In case of any changes in vacancies, it would be notified subsequently.

    Qualification as per recruitment rules:

    Qualification:-

    (i) Must have Passed the Higher Secondary Examination (10+2) from the West Bengal Council of Higher Secondary Examination or its equivalent with Physics, Chemistry, Mathematics or Biology; and

    (ii) Two years of Diploma courses in Pharmacy recognized by the Government of West Bengal or a Bachelor’s degree in Pharmacy recognized by the Government of West Bengal; and

    (iii) Registered as “A” category Pharmacist under West Bengal Pharmacy Council.

    Age:

    Not less than 18 years and more than 39 years on the date of issue of Advertisement for recruitment: Provided that the provisions of the West Bengal Services (Raising of Age limit) Rules, 1981 shall apply as long as the same remain in force. Provided further that upper age may be relaxed for the candidates belonging to Scheduled castes, Scheduled Tribes, and Other Backward Classes as per Government rules or orders issued from time to time; For age proof, admit card or mark sheet of Secondary or Xth standard Examination or any Government ID Proof has to be submitted (which one contains the D.O.B. of the candidate).

    **D.O.B.: Date of Birth.

    FEE:

    • Candidates must submit the online application fee of Rs. 210/- (Rupees two hundred ten) only through Banks participating in the GRIPS (Govt. Receipt Portal System).
    • Money orders, cheques, Bank drafts, Cash, etc., shall not be accepted.
    • No application shall be considered unless accompanied by the requisite application fee, except for Candidates.
    • Belonging to the SC/ST category of West Bengal and persons with disabilities specified under the Disabilities Rule, 1999 (certificates obtained before the Advertisement date), who does not require to pay any fee? However, such fee exemption is not applicable to any O.B.C. candidate.

    REQUISITES FOR QUALIFICATION:

    Passed Higher Secondary Examination (10+2) from West Bengal Council of Higher Secondary Examination or its equivalent with Physics, Chemistry, Mathematics, or Biology:

    1. Candidates are requested to upload Mark Sheet(s), including supplementary mark sheets, if any, along with a certificate of Higher Secondary Examination (10+2) from West Bengal Council of Higher Secondary Examination, or it is equivalent to Physics, Chemistry, Mathematics, or Biology in the space provided for the same.
    2. Candidates are requested to generate a single PDF containing Mark Sheet(s), including supplementary mark sheets if any, along with a certificate of Higher Secondary Examination (10+2) from the West Bengal Council of Higher Secondary Examination or its equivalent with Physics, Chemistry, Mathematics or Biology and then upload the documents in the “Upload Marksheet” space provided for the same.
    3. Candidates are requested to calculate the marks obtained in H.S. (10+2) qualification and fill up the total marks (ALL SUBJECTS INCLUDING ELECTIVE/ADDITIONAL SUBJECTS SHOWN IN THE MARKSHEET) in the space for “Marks Obtained”. Whereas in the space “Full Marks”, total full marks (ALL SUBJECTS’ FULL MARKS INCLUDING FULL MARKS OF ELECTIVE/ADDITIONAL SUBJECTS SHOWN IN THE MARKSHEET) of H.S. (10+2) qualification need to be filled in.

    II. (a) Bachelor’s degree in Pharmacy recognized by the Government of West Bengal:

    1. Candidates must upload all years’ Mark Sheets, including any supplementary mark sheets, along with a Bachelor’s degree in Pharmacy recognized by the Government of West Bengal in the space provided.
    2. Candidates are requested to generate a single PDF containing all years’ Mark sheets, including supplementary mark sheets, if any, along with a certificate of the qualification above and then upload the documents in the “Upload Marksheet” space provided for the same.
    3. Marks obtained ( IN ALL TOTAL CORRESPONDING SUBJECTS/ PAPERS) of the qualification above are to be filled in the space for “Marks Obtained” (all years) and the total of full marks in respect of ALL TOTAL CORRESPONDING SUBJECTS/PAPERS to be filled in the space for “Full Marks” (all years). OR

    (b) Two years Diploma course in Pharmacy recognized by the Government of West Bengal:

    1. Candidates are requested to upload all years’ Mark Sheets, including supplementary mark sheets, if any, along with a certificate of two years of Diploma course in Pharmacy recognized by the Government of West Bengal in the space provided.
    2. Candidates are requested to generate a single PDF containing all years’ Mark sheets, including supplementary mark sheets, if any, along with a certificate of the qualification above and then upload the documents in the “Upload Marksheet” space provided for the same.
    3. Marks obtained ( IN ALL TOTAL CORRESPONDING SUBJECTS/ PAPERS) of the qualification above are to be filled in the space for “Marks Obtained” (all years) and a total of full marks in respect of ALL TOTAL CORRESPONDING SUBJECTS/PAPERS to be filled in the space for “Full Marks” (all years).

    Registered as “A” category Pharmacist under West Bengal Pharmacy Council:

    1. Candidate must be registered ON OR BEFORE THE LAST DATE OF APPLICATIONS’ SUBMISSION as “A” category Pharmacist under West Bengal Pharmacy Council and should fill up in specified space provided for the same.
    2. Candidates are requested to input “100” marks in the “Marks obtained “column and “100” marks in the “Full marks” column while filling up the field, i.e. Registered as “A” category Pharmacist under West Bengal Pharmacy Council. No marks will be allotted for uploading the certificate above though uploading the same is MANDATORY for all.

    N.B.:

    • A conversion sheet is mandatory where marks are given in the Grade Pattern. Candidature will be rejected if the candidate fails to upload a conversion sheet in case of marks are given in the Grade Pattern.
    • Candidates must upload relevant documents generating a single pdf file or jpeg/jpg/png format with high resolution in the space specified.
    • In the column “Additional Attempt”, candidates are requested to put “No” as no deduction of marks is there for an additional attempt. Requisites for Experience:

    Working experience as an “A” category Pharmacist in Govt./Private Institutions/Organizations:

    • Candidates have to produce a relevant experience certificate issued by the Head of the Institution/ Organization.
    • Candidates with relevant experience must select the YES (Radio Button) option in the Experience section.
    • Candidates possessing more than 01(one) experience certificate should click the “ADD ROW” button to provide information about multiple experience certificates.
    • Tenure of any experience should be taken up to the last application submission date.
    • Candidates must upload relevant documents generating a single pdf file or jpeg/jpg/png format with high resolution in the space specified.
    • It is stated that the previous experience is NOT MANDATORY.

    Special Provision for SC/ ST/OBC/PWD(Persons with Disabilities):

    Particulars and Certificates required:

    • A candidate claiming to be S.C./S.T./O.B.C. must have a certificate in support of his/her claim from a competent authority of West Bengal as specified below [vide the west Bengal S.C.s and S.T.s (Identification) Act, 1994 and S.C.s/S.T.s Welfare Department order No. 261-TW/EC/MR-103/94 dated with B.C.W. Deptt. Order No. 6320-BCH/MR-84/10 dated 24.09.2010]: In the District, the Sub-Divisional Officer of the Sub-Division concerned, and In Kolkata, District Welfare Officer, Kolkata & ex-officio Jt. Director, Backward Classes Welfare Deptt., Govt. of West Bengal [No.2420-BCW/MR-61/2012 (Pt.) dated 12.07.13. No claim for being a member of the S.C., S.T., and O.B.C., or a Person with a Disability shall be entertained after submission of the application
    • Persons with Disabilities (physically disabled) must have a certificate from an appropriate Medical Board [vide West Bengal Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1999]
    • The West Bengal Health Recruitment Board (WBHRB) may require further proof or particulars from the candidates as it may be necessary and make inquiries regarding eligibility. Original Certificates relating to citizenship (by registration), age, qualifications, caste (SC/ST/OBC), and Physical disability shall have to be submitted when the WBHRB asks for them. If any candidate fails to furnish any certificate or any other relevant document or information relating to his/her Candidature within the time specified by the Board, his/her claim for allotment may be passed over without further reference to him/her. Persons with Disabilities (physically disabled)[40% and above] must have a certificate from an appropriate Medical Board [vide West Bengal Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1999]

    Age Relaxation of candidates applying against P.W.D. reservation is furnished below: In terms of Notification No. 746-SW/IA-02/11 Dt. 28.02.2011 of Women and Child Development and Social Welfare Deptt., Govt. of W.B., the upper age limit for recruiting Physically Challenged Persons to State Govt. Services and Posts or otherwise shall be 45 years if otherwise suitable. They possess the qualifications and capacity to perform duties and responsibilities attached to the post concerned, read with Finance (Audit) Department G.O. No. 10517-F, Dated 02.12.1980.

    Further, on a clarification whether a physically disabled person belonging to Other Backward Classes should get age relaxation for direct recruitment either as a disabled person or as a member of other Backward Classes, it has been clarified vide Memorandum No. 703-BCW/MR-105/95, Dated 13.02.2001 of Backward Classes Welfare Department, Govt. of West Bengal that a candidate shall be allowed relaxation in age limit either as a physically disabled person or as a member of other Backward.

    Classes, whichever is advantageous to him/her.

    It is informed that for the said Advertisement, such SC/ST/OBC/PWD candidates can also avail of age relaxation even if vacancies against SC/ST/OBC/PWD categories are unavailable. It is further stated that the candidates who avail of age relaxation as SC/ST/OBC/PWD candidates may be considered in the U.R. category of posts according to merit.

    Instruction to the candidate:

    DEPARTMENTAL CANDIDATES ARE ELIGIBLE FOR THE POST.

    • The mere empanelment shall not confer any right to be recommended and appointed.
    • Candidates must fulfill the essential qualification at the time of submission of the application. No degree or experience certificate issued after the last date of submission of the application will be considered.
    • If the last date of submission of the online application is extended for whatever reason, no particulars and certificates and/ or qualifications (either essential or desirable) accrued during the extended period shall be accepted.
    • Candidate has to upload all the relevant documents (wherever applicable), prepare a single pdf file or take snapshots of all the relevant documents and prepare a single image in jpeg/ png format with high resolution while applying to the website. Candidates must upload the relevant documents in a legible and readable format in the space provided. The Candidature may be rejected if any document is uploaded in the space provided for the other one.
    • Scanning the original copy of all the relevant documents will be considered.
    • Candidate has to be careful that all the words/ marks in the uploaded documents shall be readable clearly. Otherwise, such uploaded documents will not be accepted, and Candidature may be rejected.
    • ShortlistingShortlisting of candidates may be made before the Interview based on academic scores OR the basis of a written test (if decided later) or both. The marks distribution pattern may change if a written test is conducted for the abovementioned post.
    • Applications received after the scheduled date and time for application submission will be rejected.
    • Address Proof: If Government ID Proof ( i.e. Aadhaar Card/Voter Card/Driving License/Passport etc.) is unavailable, candidates may submit any certificate issued by the revenue office/ municipality/B.D.O. Office/Panchayat Office as their present address.
    • Photo: The recent color front-facing passport-size photograph with a single color background (60% of the photograph must be covered by face) must be uploaded.
    • Signature: Full running signature in blue/black ballpoint pen on a blank white sheet must be uploaded. No short signature/ initial will be entertained.
    • No higher qualification without essential qualification shall be entertained.
    • After uploading documents online, candidates may edit any information and upload documents until the last date of online submission. Every time a candidate has to log in and go through all the steps till the final submission. No step can be skipped. Editing in any step may be done, and other steps may be kept unchanged using the “SAVE” button in all the steps.
    • Edit Mode will remain active till final submission.
    • Clauses in the advertisements may be modified/added subsequently. In case of discrepancy, if any, the decision of the Board will be final.
    • Marks obtained in written Examination, if held, may be considered while preparing the merit list.
    • Candidates are requested to follow the website of WBHRB regularly for further notice.
    • Candidates must be careful while filling in the information and uploading the documents. As the entire process is software-based, sending documents through email or hardcopies cannot be uploaded. Hence such a request cannot be entertained.
    • The Candidature of a candidate shall be rejected forthwith for any error in documents submitted/ information filled in by the concerned candidate.
    • In case any of the statements made in the application are subsequently found to be false within the knowledge of the candidates- his/her Candidature shall be liable to be canceled, and even if appointed to a post on the results of this Examination, his/her appointment shall be liable to be terminated. Wilful suppression of any material fact shall also be similarly dealt with.
    • Candidates should take particular note that entries in their application submitted to the Board must be made correctly against all the items which shall be treated as final and no alteration, addition or deletion in this regard shall be allowed after the final submission of the application. Application not duly filled in or found incomplete or defective in any respect or without fee shall be liable to rejection.
    • Submission of more than one application is strictly forbidden.
    • A candidate should note that his/her participation in the Examination and Interview process shall be deemed provisional subject to the determination of his/her eligibility in all respects. Suppose at any stage, even after issuing the letter of appointment, and a candidate is found ineligible for admission to this Examination. In that case, his/her Candidature shall be canceled without further reference to him/her.
    • Canvassing: Any attempt on the part of the candidate to enlist support for his/her application shall disqualify him/her from appointment.
    • Applicants need to take a printout of the application form. Two copies have to be submitted at the time of the recruitment Process.
    • Note:- Candidates are advised in their interest to apply using the Online Application Form much before the closing date and not to wait till the last date to avoid congestion on the web Web-Server on account of heavy load on the website.
    • Applications received after the scheduled date and time for application submission will be rejected.
