DUTY STATION – JAIPUR, RAJASTHAN

Purpose of the position; The purpose of this position is to provide technical support to the states for strengthening the implementation of the free diagnostics service initiative in states. The incumbent will be a part of the Health Systems pharmaceuticals team and support coordination and planning and provide technical support and capacity building on the Free Diagnostics initiatives at the national and state levels.

Objectives of the program; The World Health Organization’s (WHO), 13th General Programme of Work (GPW 13) recognizes that access to quality-assured diagnostics can only be fully achieved through Universal Health Coverage (UHC), promotion of better health and well-being, and meeting the needs of those living in humanitarian settings, i.e. all three of WHO’s strategic priorities.

The government of India is committed to strengthening the public health systems for timely and seamless delivery of quality health services to ensure a continuum of care.

The incumbent will be based at the state level and provide hands-on support, policy advice, and other required technical support to states, as may be required for free diagnostics initiative implementation.

Description of Duties WHO India recruitment

Located at the state level, the incumbent will work directly under the direct supervision of the Technical Officer- Pharmaceuticals, with overall guidance and supervision of Team Leader Health Systems at WCO.

The objective of the assignment is to strengthen Free Diagnostics Services in the states (State level implementation, including capacity building:

The principal duties of the consultant are:

  • Provide policy advice and technical assistance for the design, planning, and implementation of the hub and spoke models for the free diagnostics initiative.
  • Develop, support, and coordinate capacity building for various aspects- procurement and supply chain management, hub and spoke mode, quality assurance, and control, monitoring, and evaluation
  • Study and document the best practices models of the states for diagnostics and suggesting mechanisms for supporting the states
  • Support the state in expanding the existing IT software initiatives for procurement and supply chain management of medical products.
  • Provide technical assistance for the monitoring and evaluation at state and sub-state levels
  • Facilitate /support operational research at sub-state/state levels in the context of free medicines/diagnostics schemes implementation.

Required Qualifications WHO India recruitment

Education

Essential: Advanced university degree in Biological or Medical Sciences, Pharmacy, Public Health

Desirable: Additional specialization in policy/planning, governance, and coordination role in drugs, diagnostics, or similar initiatives.

Experience

Essential: A minimum of three (3) to five (5) years of professional experience, demonstrated ability to understand and work on complex policy and programs of drugs, diagnostics, or similar issues.

Desirable: Experience in providing programmatic and/or technical assistance through or within the MoHFW system/ NHM at state level. Co-ordination role in drugs, diagnostics, or such similar initiatives.
Experience implementing programs at the national level in India and good understanding of health system strengthening, UHC or SDGs.

Other Skills:

  • Proven track record of strong writing skills.
  • The incumbent will have a sound technical knowledge of the public health aspects of drug supply and management systems and diagnostics schemes. He/she will have a demonstrated ability to work with multiple external partners and collaborate with a wide range of stakeholders, particularly with NHM at the state level.
  • The incumbent will also exhibit tact and maturity in dealing with sensitive topics. Excellent interpersonal, negotiating, and intercultural communication skills and political acumen.

Computer Literacy: Proficiency in the use of standard MS Office packages and the Internet.

Remuneration WHO India recruitment

Monthly remuneration is INR 218,855 (Grade – NO.B) taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA)extendable subject to satisfactory performance and continuing need for the function. S/he could be posted anywhere in India as per the project needs.
